ユージンは1981年7月2日、カリフォルニアの典型的な家庭に生まれました。 彼は「ロボコップ」 (Robocop) と「ガジェット警部」 (Inspector Gadget) を見て育ちました。

パズルを好み、「ウォーリーを探せ」 (Where's Waldo?) が愛読書でした。彼は学業も優秀で、学生生活のほとんどを優等生として過ごしました。

学校を卒業後、彼は高校の頃からの彼女と結婚しました。子宝にも恵まれ、彼は収入を確保するために警察学校に進学しました。

警察学校でも彼は最も優秀な生徒でした。そして卒業後、彼はビューナパーク警察署の麻薬犯罪潜入捜査部署 (アンダーカバー) に配属されました。

ユージンはパートナーのマーカス・L・キーンと共に2007年の麻薬犯罪潜入捜査部署のリーダー格として活躍しました。

この功績が称えられ、ユージンは刑事に昇進しました。

ユージンはマーカスのことを忘れたわけではありませんでした。しかし、ユージンは自らの欲のせいで、人が変わったようになってしまいました。

かつて一緒に仕事をしたマーカスでさえ、彼がユージンであるとかろうじて分かるほどに…

At the Buena Park Police Academy, they never really took the time to show Eugene Baley how to fire a gun while he sprinted for his life. It was something that he had to acquire when he fell into this mess. Becoming a detective was easily the second hardest thing he ever had to do; the first was surviving an onslaught of the undead. It only took one shot to get him promoted, but it would take a hell of a lot more to get him out of this nightmare alive.

With a wife, two kids, and a high priority job, he felt himself being torn between work and home. He spent most of his nights sleeping at his desk in his office, and this night was no different. His wife called that evening, asking him if he could make his son's birthday party the next day. Eugene had missed his last one, but promised to make it to this time.

The following morning, while en route to a murder scene, Eugene stumbled upon an unoccupied police vehicle on the side of the road. Inside the van was the mutilated corpse of one Sergeant Gregory O'Brien, and chewing on his neck was a man, bathed in the officer's own blood. The man looked up, eyes milky white, mouth blood splattered and lunged at Eugene. Eugene's bullets embedded themselves in the man's flesh as he clambered out of the car, chasing Eugene down the vacant street. Yes, firing a gun while running was a skill he had to acquire. It was also a skill he had to hone if he wanted to see his family again.
